Plain-language summary
Written by a model from the explanatory memorandum; not the record, as at 2019-11-27.
This bill would require political parties, candidates and others to tell the public about large donations within a week of getting them, instead of waiting until the next year.
Gift recipients would have to give the Australian Electoral Commission a return within seven days for any donation at or above the disclosure threshold, and for smaller donations that together cross that threshold.
The new rules would start on 1 July after the bill becomes law, and the disclosure threshold for 2019–20 is $14,000.
- Introduces a real-time disclosure system for political donations and gifts.
- Requires disclosure within seven days of receiving a donation or, for political campaigners, within seven days of using any part of a gift for electoral spending.
- Aggregates multiple small donations from the same donor so that they trigger disclosure when their total reaches the disclosure threshold.
Registered political parties, their associated entities, candidates, senate groups and political campaigners.
