The bill would change the Social Security Act 1991 to keep carers qualified for payments and health care cards when a child they care for turns 16.
It would extend qualification until the child reaches 16 years and 3 months, or until an Adult Disability Assessment Tool assessment is completed by Services Australia, whichever is later.
From 1 January 2023, carers of children with a terminal condition would keep carer payment until the child turns 18 or the assessment is done, if they submit required documents before the 18th birthday.
- Removes an anomaly where some carers lose payment when the care receiver turns 16 while others continue until 16 years and 3 months.
- Provides continuity of payment for carers who have submitted information for an Adult Disability Assessment Tool assessment before the child's 16th birthday.
- Extends access to health care cards for Carer Allowance – Health Care Card Only recipients beyond the child turning 16.
- Extends carer payment for carers of children over 16 with a terminal condition until the child turns 18 or the assessment is completed.
