- Craig Kelly It is a privilege to have the opportunity to continue my comments on the Social Security Legislation Amendment (Youth Jobs Path: Prepare, Trial, Hire) Bill 2016. I actually was not going to speak on this bill but I heard the member for Lalor talk about the movie _The Pursuit of Happyness_. It is actually a true story based on an American gentleman named Chris Gardner. He was born in 1954 to an underprivileged background. His childhood was racked with poverty, domestic violence, alcoholism and family illiteracy. In his late 20s he found himself in jail. Coming out of jail with no experience, no college education, no degree and no connections, he took on an internship, which is what this legislation is all about. He took on an internship at a stockbroking firm to learn the ropes. He realised that with that background, without having an education, he had to strive harder, work harder and work smarter. He had to use his time as best he could. They say he was the first to arrive at work and the last to leave, even though he was unpaid on an internship. Eventually, he got a job. He then went on to work for another broking firm and then took the risk of breaking out on his own. With $10,000 in capital and the only piece of furniture being a single desk, he started up his own broking firm, called Gardner Rich. The rest is history. He went on to have a net worth today of over $60 million. He made his first million dollars by the age of 34 and, to celebrate, he bought himself a black Ferrari previously owned by Michael Jordan. He owns a multimillion dollar apartment in Chicago's Trump Tower, and President-elect Trump has said of Chris Gardner that his story is a tremendous lesson in tenacity. He has also recently written a book titled _Start Where You Are: Life Lessons in Getting from Where You Are to Where You Want to Be_. - Malcolm Roberts Previously I had almost finished my speech indicating that we would not be supporting the Social Security Legislation Amendment (Youth Jobs Path: Prepare, Trial, Hire) Bill 2016. However, in subsequent discussions between our party leader, Senator Hanson, and the minister, we have learned more details and have been reassured in relation to some of our concerns, so we will now be supporting this bill. I still stand by the comments that I made last time that this is, in effect, window-dressing. It has been successful in some part. But we need to get to the basics of employment, which is comprehensively fixing the taxation system, reducing overregulation, removing overregulation and reducing energy prices. These are crippling employment in this country, especially in regional Australia, and indeed along the coastal fringes of Australia, right up and down our coast. So we must get back to basics. However, we will support this bill and look forward to the government going much, much further on employment, especially in regional and coastal areas of Queensland, by getting back to basics—taxation, energy prices and overregulation. Helen Polley What a surprise to come back on the first day of parliament to see that One Nation have sold out again and are backing a piece of government legislation! But I rise to speak in opposition to the Social Security Legislation Amendment (Youth Jobs Path: Prepare, Trial, Hire) Bill 2016. I want to say at the outset that I believe that this legislation to establish the Youth Jobs PaTH program is poorly constructed and will put young Australian jobseekers at risk of exploitation. Youth unemployment is a huge problem. In my home state of Tasmania we have amongst the highest rates of youth unemployment in the country. In some parts of Tasmania the unemployment rate amongst 15- to 24-year-olds is as high as 27 per cent. Twenty-seven per cent of our young people are unemployed. You cannot move a suspension pursuant to contingent motion, but you can move a suspension of standing orders because leave was denied. You have used that provision to move a suspension of standing orders, but it must be relevant: you must explain why we need to have a suspension of standing orders at this particular juncture in relation to this bill. Peter Whish-Wilson The bill before us is about social security and young people, and my motion for a suspension of standing orders relates to the budget and the fact that the budget is screwing young Australians. This is a very important issue for a large proportion of our country and for future generations of our country, who rely on us to do our job in here today and make sure they get fair outcomes. (2) The Employment Minister must cause to be prepared a report of a review under subsection (1). (3) The Employment Minister must cause a copy of the report to be tabled in each House of the Parliament within 15 sitting days of that House after the completion of the preparation of the report. (4) In this section: _Employment Minister_ means the Minister administering the _Fair Entitlements Guarantee Act 2012_. Doug Cameron In relation to the NXT amendment, I need some clarity from the Xenophon party. The proposal is for a review by the minister after two years. Given the history of the problems that have arisen with Work for the Dole, even to the extent where a young person was killed in Work for the Dole, despite the checks and balances that are supposedly there to look after not only the conditions that these young people would be working under but also their health and safety, from Labor's point of view we have severe concerns that they will not be carried out effectively or properly. An example is that, under Minister Cash, apprentices, who get far more checks and balances in their employment conditions than anyone would have under this bill, are still being ripped off mercilessly by employers around the country.
