- Amends the Norfolk Island Act 1979 and the Acts Interpretation Act 1901 to apply all Commonwealth laws to Norfolk Island unless stated otherwise, with consequential amendments.
- Amends the Norfolk Island Act 1979 to expand the definition of the Norfolk Island Regional Council for flexibility in local government law application.
New Zealand citizens with permanent visas on Norfolk Island, residents of Norfolk Island, and residents of Christmas Island and Cocos (Keeling) Island.
