Reading the bill for a second time is parliamentary jargon for agreeing with the main idea of the bill. ### Motion text > *That all words after "That" be omitted with a view to substituting the following words:* > *"whilst not declining to give the bill a second reading, the House notes:* > *(1) that Labor created Australia’s superannuation system and will always defend it;* > *(2) that an amnesty for employers who have not complied with their Superannuation Guarantee obligations;* >> *(a) was a complete surprise and announced without any consultation;* >> *(b) was not recommended by the Senate’s inquiry into the Superannuation Guarantee; and* >> *(c) should not be supported, with increased penalties the preferred option to urge compliance with Superannuation Guarantee contributions; and* > *(3) the Opposition’s announced policy to prohibit limited recourse borrowing arrangements as recommended by the 2014 Financial System Inquiry."*
