This bill would create a single statutory scheme to replace the current Bonded Medical Places and Medical Rural Bonded Scholarship schemes.
The scheme would require participants to work in regional, rural, remote or workforce shortage areas in return for a government-supported medical school place.
From 1 January 2020, new participants could voluntarily join the scheme, and existing participants could opt in if the Secretary agrees.
- Consolidates the Bonded Medical Places and Medical Rural Bonded Scholarship schemes under one legislative framework.
- Reduces the return of service obligation to three years for most new participants.
- Introduces a web-portal for administrative management of the program.
- Provides for internal review and Administrative Appeals Tribunal review of certain decisions.
- Gives the Minister power to make Bonded Medical Program rules to keep the program up-to-date.
