The bill would create a risk-based security framework for Australia's telecommunications infrastructure.
It would impose a duty on carriers and service providers to protect their networks from unauthorised access, and give the Attorney-General new powers to direct them to act or stop acting when a security risk arises.
The Attorney-General would need an adverse security assessment from ASIO before using the existing direction power, which the bill would move to a new section.
