This bill would change the Paid Parental Leave scheme so government payments go only to parents without enough employer-provided leave.
From 1 July 2016, a parent's employer-paid parental leave would reduce or cancel their government payment, and from 1 April 2016 employers would no longer be required to pass on government-funded leave to long-term staff.
Parents with employer payments worth less than the full government rate would get a top-up, and those with equal or more employer pay would get nothing from the scheme.
